    Testimony to Charter Revision Commission, Forum on Municipal Procurement
    Recommendations on how the Commission can strengthen its proposals to make more flexible procurements, revamp VENDEX and eliminate multiple audits, as well as how it can address the problem of late registration of contracts.

    January 22, 2003
    Joint Testimony to Contracts Committee, New York City Council — Retroactive Contracts
    Recommendations by the Coalition, Human Services Council, Federal of Protestant Welfare Agencies, UJA Federation of NY and United Neighborhood Houses of NY for reforming the procurement process to ensure timely registration of contracts.

    Contracting Issues and Recommendations for Reform
    Recommendations on how the City can improve the contract registration process, modify payment structures of performance-based contracts, include provider input during RFP development, and simplify the VENDEX reporting system.
